Middle School in Kennebunks Passes the Inspection

This is why recently there’s a surprise visit by an inspector with the Maine Bureau of Labor Standards to Middle School of the Kennebunks concerning water related problems, mold and fungal on school buildings.

In a letter sent to parents and members of the media, Dolloff said the Jan. 27 inspection came after a school employee requested the state inspect the building for violations of rules established by the State Board of Occupational Safety and Health (OSHA).

Dolloff said in the letter that the inspector took into account the district’s plan to address water intrusion concerns at the school.

“We are obviously pleased with the results of the state inspection, especially since we had no knowledge that the inspection would occur,” Dolloff said Feb. 18. “The fact that no signs of unhealthy or hazardous conditions exist is a testament to our staff and their implementation of the protocols that have been put in place to identify, report, and mitigate any signs of water damage quickly and efficiently.”

Some staff members, however, said they’re not sure the inspection proved anything when it comes to ongoing troubles at the school, especially since the inspection doesn’t look for the molds and mycotoxins that some believe are behind their health troubles.

“The things that are our problems were not on his list,” said Kennebunk Kennebunkport Educators Association president Mary McCarthy, an art teacher at the school. “This doesn’t change a thing.”
For nearly six years, staff members at the school have complained of a host of health problems, including respiratory illnesses.

The $16-million building has been plagued with problems since it opened its doors in 2002. The building’s windows and flashings were improperly installed and the roof was sabotaged by a subcontractor, allowing water to leak into the building.

According to Dan Cecil, the architect with Harriman hired to do the district’s facilities study, 68 percent of the capital improvement spending the district has done in recent years has been done on MSK alone.
Water intrusion remains a problem, however, with a 2010 report by the National Institute of Occupational Health and Safety (NIOSH) noting the presence of puddles in a corridor, wet cement and stained ceiling tiles following a rainstorm at the end of August. The report also noted the continued presence of fungal species or mold in some areas of the school.

In recent months, the district has completed work included removing wet ceiling tiles and other soft materials that experts say can carry molds.

“In December we removed carpeting from the two main hallways on the first floor, and we will complete carpet removal from one more wing (during February break), and from the eighth-grade wing in April,” Dolloff said. “That will leave only the cafeteria and office spaces for the summer, so we’ll have all carpet out of the building for the opening of school in the fall.”

Administrators and staff members are hoping that even more work will be done by the fall. To make that happen, the district sought and was approved for a combination grant and loan from the state Department of Education last October. Approval for those funds will go before voters in May.
